SR 408 Eastern Extension PD&E
The Central Florida Expressway Authority is conducting a Project Development and Environmental (PD&E) study to determine the feasibility of extending SR 408 (Spessard L. Holland East-West Expressway) east toward SR 520 in east Orange County.
This proposed seven-mile eastern extension of SR 408 would constitute the first component towards providing an east-west, high-speed corridor with eventual connectivity to I-95, enhancing safety, capacity and mobility for the region and CFX’s customers.

To that end, at the invitation of Orange County and surrounding counties, CFX initiated a Concept Development and Evaluation Study that began in November 2006 and was completed in 2008.
As a result of Concept Development and Evaluation Study findings, CFX initiated the PD&E study to evaluate alternatives within the SR 50 corridor. However, in May 2016 the Florida Department of Transportation (FDOT) notified CFX that there are issues with CFX utilizing FDOT’s SR 50 right-of-way for the SR 408 extension. Thus CFX has expanded the PD&E study area in order to evaluate the potential of a new transportation corridor that would address the transportation needs while minimizing impacts to the natural, physical and cultural environments.
A Public Corridor Meeting was held on February 16, 2017 at Eastpoint Fellowship Church located at 15060 Cheney Highway, Orlando, FL 32828 to provide the public with an opportunity to review and comment on the corridor alternatives developed for the project. A Public Alternatives Workshop was held at Corner Lake Middle School on June 8, and a Public Hearing is scheduled for spring 2018. The study will be completed in mid-2018.

What is a PD&E Study?
A PD&E is the formal process that CFX and other transportation entities use to ensure that consideration is given to engineering design, project costs, environmental and social impacts, and public input in the development of major transportation projects.
In summary, the PD&E Study phase for planned transportation projects provides the interface between the planning and design phases to evaluate and document solutions to transportation needs that are compatible with the environment. Simply stated, the PD&E study determines if there is an engineering and environmentally feasible alternative to meet the need determined in the planning phase.
This process is mandated by the National Environmental Policy Act (NEPA) and State Law. It represents a combined effort by technical professionals who analyze the information and document the best alternative for a community’s transportation needs.
Since summer 2015, CFX has been soliciting public input on the proposed project as part of the PD&E study. CFX’s public involvement initiative includes engagement with the general public, citizen groups, interest groups, elected and appointed officials, environmental resource agencies, and other stakeholders.
CFX held an Alternatives Public Workshop on March 8, 2016 regarding the potential Eastern Extension of SR 408 from State Road 50 to the SR 50/State Road 520 intersection in east Orange County. The Public Workshop provided the public with an opportunity to review and comment on the alternatives developed for the project.
CFX has finalized an update to the Corridor Development and Evaluation Report prepared in 2008. The results of both studies indicate that the most feasible location for the future eastern extension of SR 408 is along the existing SR 50 corridor. Several alternative concepts have been developed and evaluated including SR 408 alignments just to the north, just to the south, and in the median of SR 50. Different concepts for the expressway, including both elevated and ground level options, were also considered.
The most feasible alternatives in terms of minimizing impacts, improving traffic service and minimizing costs have been selected for further evaluation. The alternatives were on display at the Alternatives Public Workshop and are available for download on this website.
