The Senior Procurement Manager is responsible for organizing and overseeing the activities and operations of the Procurement Department under the direction of the Director of Procurement, including the procurement of large-scale construction, professional services, supplies, materials, and equipment and the supervision and evaluation of assigned personnel. Serves as a subject matter expert in public procurement requirements, processes and systems.

Duties and responsibilities

  • Ensure all procurement activities are conducted in the best interest of CFX and in compliance with applicable CFX policies, procedures, ethical standards and regulatory requirements. Provide guidance to staff and stakeholders on requirements, practices and processes.
  • Represent CFX in the business community and collaborate with consultants, suppliers, and external agencies on procurement and contracting matters. Promote fair and equitable treatment of suppliers and maintain the integrity and transparency of CFX procurement processes to support public confidence and open competition.
  • Collaborate with internal departments to plan long-term and short-term procurement strategies and timelines. Ensure requests are authorized by the appropriate budget authority prior to initiating procurement activities.
  • Oversee and support the procurement process for construction, professional services, goods, and contractual services, including directing and participating in the development of solicitation documents and reviewing procurement documents prepared by staff to ensure compliance with approved procurement policies and procedures before publication.
  • Coordinate and manage solicitation activities including pre-bid meetings, bid openings, bid analyses, bid tabulations, and preparation and distribution of addenda during the bidding or selection process. Facilitate and moderate Evaluation Committee meetings for competitive sealed proposals and professional consultant selections, including preparation and verification of scoring documentation.
  • Review and prepare public notices, contract documents, supplemental agreements, bond documents, insurance documentation, and related materials. Assist in negotiating contract terms and conditions and recommending contract awards.
  • Develop training materials and provide regular training to procurement staff and internal departments on procurement policies and procedures, solicitation processes, evaluation procedures, statutory requirements, and contract administration practices.
  • Supervise procurement staff by assigning and distributing work, reviewing work for accuracy and completeness, and providing regular guidance and training to ensure work conforms to established standards, policies, and procedures.
  • Assist in the development and implementation of procurement policies, procedures, and standard operating practices; implement standardized solicitation templates/forms and maintain accurate contract documentation.
  • Identify opportunities and recommend improvements to procurement systems, processes, and procedures through research, benchmarking, and continuous improvement initiatives.
  • Resolve operational issues encountered during procurement and contract administration activities and establish consistent standards for problem resolution.
  • Prepare procurement-related reports, statistical summaries, and other informational reports as required.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree in business, management, or related field required, and five (5) years of progressively responsible experience in public procurement or contract administration to include two (2) years of supervisory, team leader, or project/program management experience; or an equivalent combination of relevant education or experience.
  • Certification as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) or NIGP Certified Procurement Professional (NIGP-CPP). Florida Certified Contract Manager issued by the Florida Department of Management Services Division of State Purchasing is acceptable.
  • In-depth knowledge of public sector procurement and contracting procedures, guidelines and regulations.
  • Experience with qualification-based selection and best value procurement
  • Excellent written and verbal communications skills.
  • Strong MS Office skills.
  • Experience with Enterprise Resource Planning (ERP) applications and e-procurement systems.

Work environment/Physical requirements

This position is in a typical office environment with heavy computer usage
