The Central Florida Expressway Authority (CFX) is committed to creating opportunities for small and emerging businesses to compete for contracting and procurement opportunities.

Whether you’re looking to become a CFX vendor, apply for Small Business Enterprise (SBE) Certification, or participate in the Emerging Business Initiative (EBI), this page provides the information and resources to help you get started.

Participation in these programs is voluntary and available to businesses that meet the applicable eligibility requirements.

Program Update

As part of CFX’s updated Small Business Policy, the former Small Sustainable Business Enterprise (SSBE) program has transitioned to the Emerging Business Initiative (EBI).

Businesses previously enrolled in SSBE have been automatically transitioned to EBI. During this transition, you may still encounter references to SSBE within the B2GNow certification system and other legacy materials. These references reflect legacy terminology and will be updated over time.

Vendor Registration

Vendor Registration is the first step for any business interested in working with CFX.

All businesses must register as a CFX vendor to receive solicitation notifications and participate in procurement opportunities.

Vendor registration is completed through CFX’s OpenGov Procurement Portal. Registering as a vendor does not automatically enroll your business in SBE Certification or the Emerging Business Initiative (EBI).

Small Business Enterprise (SBE) Certification

SBE certification confirms that a business meets CFX’s established eligibility requirements based on business size, financial capacity, independence, and control. Businesses seeking certification must submit the required SBE Affidavit and supporting documentation for review by the Business Opportunities Department.

Businesses seeking certification must submit the required SBE Affidavit and supporting documentation for review by the Business Opportunities Department.

Eligibility Requirements

To qualify for Small Business Enterprise (SBE) Certification, businesses must meet CFX’s Board-approved eligibility requirements. The following CFX Board-approved Small Business size standards are used to determine eligibility. Gross receipts are calculated using a three-year average.

  • Construction/Maintenance: less than $25 million
  • Professional Services: less than $10 million
  • Non-professional Services: less than $10 million

How to Apply

To apply for SBE Certification:

1. Complete the CFX SBE Affidavit.

2. Submit the completed affidavit and any required supporting documentation to growwithus@cfxway.com.

 

After You Apply

Once your application and supporting documentation are received, the Business Opportunities Department will review your submission in accordance with CFX’s Board-approved Small Business Policy. Applicants will be notified in writing of the certification decision. If approved, your business will be recognized as a CFX-certified Small Business Enterprise (SBE).

Emerging Business Initiative (EBI)

The Emerging Business Initiative (EBI) is CFX’s business development program designed to help emerging firms build capacity, strengthen competitiveness, and prepare to compete for CFX procurement opportunities. Businesses participating in EBI are recognized as Small Business Enterprises (SBEs) by CFX and support CFX’s goal of achieving 15% Small Business participation on applicable contracts and procurements.

What is EBI?

EBI is not a certification. It is a business development program that helps emerging businesses strengthen their capabilities through technical assistance, educational resources, and procurement readiness support. Businesses accepted into EBI are recognized as SBEs by CFX while participating in the program.

Eligibility Requirements

To qualify for Small Business Enterprise (SBE) Certification, businesses must meet CFX’s Board-approved eligibility requirements.

The following CFX Board-approved Small Business size standards are used to determine eligibility. Gross receipts are calculated using a three-year average.

  • Commodities: $5 million
  • Professional Services: $7 million
  • Construction $15 million

How to Apply

To apply for EBI:

1. Complete the online EBI application.

2. Submit any required supporting documentation as instructed.

Participation in EBI is voluntary and does not guarantee contract awards.

After You Apply

Once approved, your business will be certified as a CFX Small Business Enterprise (SBE) and enrolled in the Emerging Business Initiative (EBI). As an EBI participant, your business will be eligible to pursue contracting opportunities designated for the program, receive program communications through B2GNow, and participate in EBI business development initiatives.
