Position: Assistant General Counsel

Reports to: General Counsel
The Assistant General Counsel reports to the General Counsel and provides in-house legal services to the Executive Director, Executive Leadership, and CFX staff while independently managing a broad portfolio of matters typical of a public infrastructure agency.
Duties and responsibilities:
- Provide day-to-day legal counsel to the Executive Director, Executive Team, and CFX staff and independently handle matters of moderate complexity and escalate novel, high-risk, or sensitive matters to the General Counsel.
- Draft, review, and negotiate agreements and related documents, including real estate, procurement, technology, professional services, construction, and interlocal agreements, with a focus on clear drafting, risk allocation, and practical outcomes.
- Advise on public procurement solicitations, evaluations, award issues, contract administration, vendor disputes, and protest and claims matters.
- Provide real estate transactional support for CFX’s property and right-of-way acquisition needs and serve as lead facilitator for Right-of-Way Committee meetings, including the review of agenda items and supervising legal staff’s coordination with the Board Services Manager to ensure timely posting of each agenda.
- Produce clear, actionable legal memoranda and recommendations by researching and applying statutory and regulatory requirements to established facts in support of agency objectives.
- Draft and review policies, procedures, directives, and templates and develop practical guidance and provide training as requested.
- Advise on public records and open meetings compliance, including identifying potential exemptions and advising on timing and process.
- Assist with the management of outside counsel and other outside consultants, including reviewing invoices for accuracy and compliance with engagement terms and reviewing work product for clarity and quality.

Knowledge, Skills, and Abilities:
- Three or more years of relevant legal experience, including experience in one or more of the following practice areas: real estate, land use, regulatory compliance, public procurement, or construction.
- Exceptional legal writing and contract drafting skills, including producing clear, concise, and well-organized work product with strong command of grammar, tone, and structure, and revising drafts promptly and effectively in response to feedback.
- Strong analytical writing and legal analysis, including researching applicable requirements, synthesizing information, and presenting conclusions and recommendations clearly.
- Sound judgment and practical problem-solving, including identifying issues early, anticipating risk, and recommending clear, business-focused solutions.
- Effective communication and client service, including communicating with non-lawyers in writing and in person, collaborating professionally, and building trust across departments.
- High ownership and execution discipline, including reliable follow-through and responsiveness, meeting deadlines, prioritizing competing demands, and bringing matters to completion with minimal supervision.
- Learning agility and adaptability, including absorbing new context efficiently, asking targeted questions, and applying guidance and feedback to improve work product while adjusting to shifting priorities and maintaining attention to detail.
- Discretion and professionalism, including maintaining confidentiality and handling sensitive matters appropriately.
- Strong research and technical proficiency, including effective use of electronic legal research tools and proficiency in both Microsoft Office (Word with formatting and redlining, Outlook, Teams, Excel, and PowerPoint) and Adobe Acrobat (preparing, editing, organizing, and managing PDF documents and records).
Preferred Knowledge, Skills, and Abilities
- Familiarity with Florida and local government requirements applicable to public agencies, including procurement and contracting, public records, and open meetings under Government in the Sunshine.
- Experience supporting Board and committee processes or advising public agency leadership on governance and compliance matters.
Qualifications:
- Juris Doctorate from an ABA accredited law school.
- Member in good standing with the Florida Bar.
- Minimum 4 years of full-time, post–bar admission experience practicing law as a Florida licensed attorney (law firm, in-house, government, or a combination).
