Position: Contract Support Specialist (Construction)
Department: Construction
Reports to: Construction Project Administrator/Manager

The Contract Support Specialist provides comprehensive administrative support to the Construction team and assists with the management of construction and consultant contract administration. The role monitors overall contract progress, performance, and compliance with established procedures.

Duties and responsibilities:

  • Collaborate with Construction Management Consultants (CMC) and Construction Engineering and Inspection (CEI) consultants from project award through project closeout to ensure compliance with CFX Policies and Procedures, the Construction Project Administration Manual (CPAM), and applicable state statutes.
  • Direct and assign tasks to the CMC and monitor progress of assignments.
  • Attend and/or conduct meetings with the CMC, track action items, and ensure clear communication of CFX expectations.
  • Support the CMC and the CFX Procurement department in reviewing and processing Owner Direct Material Purchase (ODMP) purchase orders (POs) and change orders (COs).
  • Review monthly construction estimates, consultant invoices, and ODMP invoices to ensure compliance with state statutes, contract specifications, and established CFX procedures. Recommend approval of payment and provide consistent follow-up to ensure timely disbursements.
  • Monitor incoming correspondence and distribute items needing further action/execution by CFX. Return executed documentation to required parties.
  • Review Task Work Order (TWO) submittals for appropriate staffing levels and qualifications; ensure accuracy of submittal information and recommend approval.
  • Review and recommend approval of CEI Personnel Authorization Requests (PARS).
  • Review construction contract supplemental agreements for accuracy and oversee CMC preparation of consent agenda memoranda; review and edit memoranda for submittal to the CFX executive office.
  • Review and approve monthly construction status reports and project data for distribution to stakeholders.
  • Prepare construction and consultant reports and statistical data for the Florida Transportation Commission (FTC).
  • Assist with consultant contract negotiations and coordinate with the CFX Procurement department throughout the negotiation process.
  • Prepare, monitor, and review the Construction administration budget.
  • Lead internal Construction department audits and coordinate with CEIs to obtain required documentation.
  • Coordinate with the CFX Accounting department for work zone utility service activations and work order payments; review and recommend approval of utility invoicing.
  • Coordinate with CFX Risk Management department for pursuit and tracking damage claim reimbursements.
  • Coordinate with the CFX Engineering department for project bid information reviews and assist with the bidding process as needed.
  • Coordinate with the Supplier Diversity department to ensure compliance with project goals.
  • Review and recommend action related to vendor notices of non-payment.
  • Oversee and assist with technical writing of CPAM updates.
  • Assist with construction specifications, special provision, and technical specification reviews and updates.
  • Serve as a liaison with internal departments, outside agencies, customers, and vendors.
  • Assist with project management as needed.
  • Perform other duties as assigned.

Skills:

  • Proficiency in the MS Office Suite with emphasis on Word and Excel.
  • Proficiency in Bluebeam and Adobe Acrobat.
  • Experience working in a SharePoint environment.
  • Experience with Microsoft Teams.
  • Strong written and oral communication skills.
  • Demonstrated understanding of construction contract standards and language.
  • Advanced understanding of CFX CPAM processes and procedures.
  • Strong organizational skills with the ability to manage multiple concurrent projects effectively.
  • Ability to exercise independent judgment and decisiveness.
  • Positive attitude and ability to work independently or within a team environment.
  • Adaptability to changing project demands while ensuring timely task completion.
  • Professional demeanor with a confident business image.

Qualifications:

  • Associate of Arts (AA) degree in a related field or equivalent experience preferred.
  • Five (5) years of direct construction experience involving construction project issue resolution.
  • Willingness to obtain construction-related training as necessary to maintain job knowledge.
  • Must hold or obtain CTQP Final Estimates Levels 1 and 2.

Work environment/Physical requirements:

  • This position is in typical office environment with heavy computer usage.
  • Travel to construction projects and consultant field offices is required.
