The Central Florida Expressway Authority (CFX) is committed to fostering a competitive environment that supports participation by small and emerging businesses in its procurements. CFX administers Business Opportunities programs designed to help businesses understand, prepare for, and compete for contracting and procurement opportunities with the Authority. Participation in these programs is voluntary and open to qualified firms that meet eligibility requirements.
Vendor Registration
All businesses interested in working with CFX, including those seeking Small Business Enterprise (SBE) certification or participating in the Emerging Business Initiative (EBI), must be registered as a CFX vendor. Vendor registration is required to receive notifications of solicitations and procurement opportunities.

Small Business Enterprise (SBE) Certification
The Small Business Enterprise (SBE) Program establishes eligibility for small businesses seeking to participate in CFX procurements.
What is SBE Certification?
SBE certification is a formal designation that confirms a business meets CFX’s small business eligibility criteria based on size, financial capacity, independence, and control. It is not required to do business with CFX, but it provides visibility and can be used in tracking across CFX projects and contracts.

To seek SBE certification, businesses must complete and submit the CFX SBE Affidavit, which serves as the required eligibility submission. Once the affidavit is completed, it should be submitted using the contact information below.

What Happens Next?
The Business Opportunities Department will review your affidavit and supporting information in accordance with CFX policy. Approval or denial will be communicated in writing. If approved, your business will be recognized as an SBE by CFX.
Emerging Business Initiative (EBI)
The Emerging Business Initiative (EBI) is a program designed to support emerging firms as they grow and prepare to compete for CFX procurements.
What is EBI?
EBI is not a certification. It is a developmental program that helps emerging businesses build capacity, strengthen competitiveness, and access educational and procurement readiness resources.
How to Apply
Interested companies should complete the online EBI application. Participation in EBI is programmatic and selective and does not guarantee contract awards. EBI is intended to help businesses grow and compete more effectively over time.
SBE Utilization (Construction Projects)
For construction solicitations, CFX requires Prime Contractors to identify their intent to utilize certified Small Business Enterprises on applicable contracts.
What is an SBE Utilization Form?
The SBE Utilization Form is a contract-specific submission that details the CFX-certified SBE firms a Prime intends to use and the associated scopes of work.
This replaces prior utilization forms tied to programs that have since been retired, and it aligns with CFX’s current Business Opportunities Policy.

Do I need SBE certification to work with CFX?
