Position Summary:
The Toll Enforcement Officer (TEO) enforces the payment of tolls at all toll facilities owned or operated by the Central Florida Expressway Authority (CFX). This position issues uniform traffic citations and requires knowledge of toll operations, including unpaid tolls and payment procedures.
Duties and Responsibilities:
- Collect, process and evaluate data related to the tolling system, and where appropriate, issue Uniform Traffic Citations (UTCs) pursuant to applicable law.
- Assist with tolling disputes with customers and staff.
- Safeguard, validate and process all data related to pending court cases pursuant to applicable state law.
- Testify as a CFX representative in traffic court in cases which require the presentation of data from the tolling system to establish failure to pay a prescribed toll.
- Represent CFX in communicating with all patrons with matters relating to toll enforcement operations in a courteous and professional manner.
- Work closely with CFX’s Public Records Department responding to subpoenas and reviewing Business Record Certifications.
- Communicate regularly with other units to foster an effective team environment and ensure these areas are aware of issues that may impact their work.
- Knowledge of toll operations, license plate registrations, including state statutes, rules and regulations of unpaid toll enforcement.
- Enforce applicable agency, evidentiary and toll system rules, regulations, policies and procedures.
- Research and contact companies or individuals with a large number of unpaid tolls to attempt to collect.
- Other task or duties as assigned.

- Ability to exercise tact and diplomacy in dealing internally and with the public on sensitive, complex, and confidential issues and situations.
- Excellent time management skills, including prioritizing, organizing, and coordinating multiple work areas and assignments under fast-paced and changing conditions.
- Ability to enforce and interpret applicable laws, rules, regulations, procedures, and policies and make appropriate decisions regarding violation enforcement operations.
- Must be able to communicate clearly and effectively, verbally and in writing.
- Ability to work independently and proactively, multi-task, problem solve and meet deadlines and responsibilities.
- Proficiency using Microsoft Office Suite (Word, Excel, Outlook, Teams and PowerPoint).
- Strong analytical and problem-solving skills with the ability to research and analyze data and communicate solutions and make recommendations.
- Excellent customer service skills and the ability to represent CFX within the community.
Qualifications:
- Associate degree in Criminal Justice, Business Administration or related discipline and/or equivalent work experience.
- Knowledge of court procedures related to traffic citations, preferred.
- Background in public safety preferred.
- Experience using the Florida Driver and Vehicle Information Database (DAVID) system preferred.
- Completion of the State of Florida Department of Motor Vehicle (DMV) Uniform Traffic Citation Certification Course preferred or the ability to complete within first 60 days.
- Must have a valid Florida driver license.
Work Environment/Physical Requirements:
- This position is in a typical office environment with heavy computer usage.
- Lifting and moving objects and equipment up to 25 lbs.
- Ability to travel throughout Central Florida counties.
